ARTICLE I --- Name

Section 1: This local of the American Federation of teachers, Illinois Federation of Teachers, shall be known as the College of Lake County Federation of Teachers, Local 2394.

ARTICLE II --- Objectives

Section 1: To obtain and safeguard for its members all of the rights to which they are entitled in a free society.

Section 2: To secure and maintain adequate salaries, benefits, and tenure policies as will enable members to function professionally.

Section 3: To encourage active participation of all teachers in the solution of school problems, and to arouse a genuine spirit of unity and allegiance to professional ethics.

Section 4: To support and promote the educational philosophy of the College of Lake County and foster an educational climate fulfilling the needs of all students.

ARTICLE III --- Membership

Section 1: Eligibility for membership in Local 2394 shall be limited to faculty personnel classified on the regular salary schedule.

Section 2: Associate membership may, upon approval by the majority of the voting membership, be granted to College of Lake County personnel not meeting the qualifications of Article III, Section 1.

ARTICLE IV --- Officers

Section 1: The officers shall consist of a President, a Vice-President/Secretary, and a Treasurer. The Executive Board shall consist of these officers and on representative from each division, provided that any division with more than twenty union members at the start of the fall semester may elect a second division representative.

Section 2: The officers’ terms shall begin on May 1st and shall end on the following April 30th. The election of officers shall be held during the first academic week of April. Members of the CLCFT wishing to run for any of these positions shall notify the Executive Board by the first academic week of March so that the member’s name can be placed on the ballot.

Section 3: Within ten (10) days of the approved effective date of this Constitution, the officers and divisional representatives shall be elected. The officers shall be elected by the membership-at-large, and shall hold office for the term of one year. The divisional representatives shall be elected by the membership in their respective divisions to hold office for the term of two years.

Section 4: The President shall preside at meetings of the Local and of the Executive Board. In the absence or disability of the President, the Vice-President/Secretary shall perform the duties of the President.

Section 5: The Vice President/Secretary shall keep a record of the proceedings of the Local and the Executive Board, which shall at all reasonable times, be open to the inspection of the members of the Local. The Vice-President/Secretary shall perform all such duties as may be provided by the Executive Board.

Section 6: The treasurer shall collect and disburse the funds and shall keep the accounts in books belonging to the Local, which will be at all times open to the inspection of the Executive Board members, to whom reports will be made upon request of the money received and paid out and the amount of funds on hand.

Section 7: The Executive Board shall be the governing body of the Local and shall be responsible for the formulation of policy and the general direction of the affairs of the Local. It shall have the authority to interpret the Constitution and bylaws, appoint committees, and make appointments to unfinished terms if appointment is not made by the appropriate division within 30 days after a vacancy occurs. The appointee will be chosen from the division where the vacancy occurs. (Amended January 1994)

Section 8: A majority of the members shall constitute a quorum of the Executive Board.

ARTICLE V --- Dues

Section 1: Annual dues to the Local will be set by the Executive Board as early in the academic year as disbursements can be reasonably projected. (Amended January 1994)

ARTICLE VI --- Amendments

Section 1: The Constitution may be amended by a two-thirds affirmative vote of those voting in the referendum submitted by mail to the voting members of the Local.

Section 2: Amendments may be proposed by the Executive Board or by a petition of at least three (3) percent of the voting members of the Local.

Section 3: All proposed amendments to the Constitution shall be communicated to the voting membership at least ten (10) days prior to the vote on the amendment. (Amended January 1994)

BYLAWS

EXECUTIVE BOARD DECISIONS OF ONGOING IMPORT TO LOCAL UNION AFFAIRS


  1. Executive Board voted to pay the dues of the three union officers out of the general union funds.

  2. Executive Board voted to authorize the local treasurer to retain the services of a qualified individual to prepare financial statements and carry out other recordkeeping functions.

  3. Executive Board voted to allow retired faculty members, who at the time of their retirement were union members in good standing, the use of the union office when on campus.
